What are debuff troops

Support Troops work by enhancing either the Health or Damage of your troops. De-Buff troops work by lowering both the Health and Damage of enemy troops. The troops that they can De-Buff depends on the kind of De-Buff troop.

Hatchet Men
Hatchet Men are a kind of Pulitori.
They can De-Buff Pulitori units (Smugglers, Doctors, etc...), Femme Fatales (Black Widows and Assassins), Elites (Butchers and Snipers) and every other troop below those.
They cannot De-Buff Hit Squads, Johnny Laws (Crooked Cops, DRCs, etc...) or Death Squads.

Highbinders
Highbinders are a kind of Johnny Law, they're a law unto themselves after all.
They can De-Buff Johnny Laws, Pulitori, Hit Squads, Femme Fatales, Elites and every other troop below those.
They cannot De-Buff Death Squads.

At this time, there are no troops capable of De-buffing Death Squads. Yes, they're just that good.
